Two central banks raised rates in one week. The buildout they just repriced announced ten gigawatts anyway.
Top reads
1. The Fed hiked, Japan followed, nobody cut
The Fed raised 25bp to 4.00% on Wednesday, unanimous, its first hike in more than three years. Warsh said too many inflation categories are still running above 3%. Goldman moved its next call to October. Two days later the BOJ went to 1.25%, a 31-year high.
Why it matters — Most of 2026's positioning assumed a cutting cycle. Two central banks just repriced the cost of every leveraged build in progress.

2. Memory is sold out, and Apple already signed
Apple accepted Samsung's 1Q27 memory price at 30–40% above 3Q26, with DRAM near $2.00/Gb. Intel's Lip-Bu Tan says memory has run up 5–7x and he is filling half of CPU demand. Micron says meaningful new supply may not arrive until 2028.
Why it matters — The shortage is contracted now, not quoted. It stops being a chip trade and becomes a margin problem for everyone downstream.

3. Congress refused; the agencies wrote the rules anyway
The Clarity Act failed its procedural Senate vote Tuesday in a fight over ethics provisions. Within 48 hours the SEC published its innovation exemption, the CFTC issued a developer-friendly no-action stance, and filed crypto rulemaking with the White House. Bitcoin reclaimed $80,000 by Friday.
Why it matters — Crypto's legal footing moved from statute to rulemaking. Rules arrive faster than laws and they leave the same way.

4. The bottleneck moved from the fab to the substation
TrendForce puts 2026 datacenter power demand at 161GW, up 31%, with AI servers a third of it. By 2030 it models 490.7GW of demand against 222.6GW of grid supply — a 268GW gap, over 170GW of it American. Goldman lifted its US power CAGR to 3.5%.
Why it matters — Capex you cannot plug in is not capex. The scarce asset is an interconnection date, not a wafer.

5. The buildout is now a credit trade
Anthropic told investors it goes from 1.5GW to 5GW this year and 10GW in 2027; OpenAI targets the same. Apollo is weighing lifting SoftBank's loan against Vision Fund 2 assets from $5.4 billion to $9 billion. Newcomer notes Middle East money funds roughly a quarter of global AI capital, with oil exports halved.
Why it matters — Gigawatt promises are underwritten by debt and petrodollars. Both got more expensive this week, and neither shows up in a capex headline.

Thesis updates
Confirmed — The Ledger
Circle launched Arc mainnet with BlackRock and Visa among its validators. S&P Global agreed to buy OpenZeppelin and led Kaiko's extension to $110 million. Ava Labs says NYSE spent a year testing Avalanche for tokenization.
Clean evidence — Platform Is Trust
S&P Global did not buy an exchange or a token. It bought the audit firm and the data feed — the two things that make an onchain claim believable to an institution.
Reinforced · Korea leg — Korea sells the grid, not just the chip
Goldman lifted US power CAGR to 3.5% and TrendForce modeled a 268GW shortfall while Korean transformer and turbine names took the orders. Hyosung Heavy's book says ultra-high-voltage peak-out is still distant.
New candidate — The AI buildout is a credit trade
Apollo may raise SoftBank's OpenAI-linked loan to $9 billion against Vision Fund 2 collateral. BofA's September survey shows 79% of managers expect no hyperscaler capex cut. Leverage climbs as the discount rate does.
